The Cornerstone OTA is designed as a „consortium of consortia“, both in defence-specific industrial sectors and in cross-cutting industrial sectors, to enable the government to optimize its approach to acquiring effective and efficient public-private partnerships based on the 10 Title 2508 Industrial Base Analysis Sustainment (IBAS) program. These authorities are responsible for assessing the industrial base; the conservation and extension of the industrial base; respond to urgent operational needs; and address weaknesses in the supply chain. Cornerstone will help make the industrial base a healthy and resilient base or a cornerstone of the National Security Innovation Base. .
